 Ugh depends on the theme. Stock ultra is the "td.med" properties. Easiest way to have it be "anything you want" would be to change the class to "clean" and create a html table with any background color you want; content within.

Hi luther,

It's not easy to get rid of all the existing colour, because it's coded with a cell padding of 6px, which is difficult to change.

However, you can get most of the way there. Try entering this as the Announcement text. Edit it to whatever you want: 

Please note:</td><td class="clean" style="background-color:#aaff00; font-size:13px; line-height:133%; padding:6px 18px 6px 18px;">
An important announcement text text text...
